Many police departments have a "neighbohood safety officer" or a policeman dedicated to issues like neighborhood nuisances. Call the main police number (not 911) and ask if your town has this. Explain about people just standing in the street and say you feel it's a real safety concern. Ask if the police will increase their patrol on your street by doing frequent drive by's. This will probably curb the activity for a while.
If the kids are tearing up your stuff, kindly ask them to stop. If they continue, nicely talk to thier parents & have the parents ask them to stop. If it still continues, call the cops.
About he loud neighbors, call the cops next time they are yelling. You can call & report it anonymously. Tell them you think it's a domestic disturbance & you're worried. Even if you don't think they are "fighting" each other, say it in a way that the cops know it's a husband/wife who are screaming loudly and you're worried it might escalate. Once the cops are there & tell them they've had reports of screaming, maybe they'll get the hint and lower their voices.
You can also mail them an anonymous letter telling them they're too darn loud & all the neighbors hear them.

Here is a few choices
1. Call the police
2. Contact your city environment department
3. Acceptance and Remain Strong and try not to control things that are not within your reach
4. Move out As soon as Possible
5. Maybe if thing are worst to consider moving with a friend of relative or some where it maybe safer
6. Buy a gun and use it if they try to attack you
7. Beep your HORN very loud then maybe they might hear the horn over the other people yelling.
8. wear a headset to listen to music or TV
9. Purchase a sound Bomb and throw in the street this will drive people nuts and they may move away.

It doesn't sound like you are socializing with any of these neighbors so anything you say or do will be construed as antagonistic. Bide your time and save your money. But plant thorny rose bushes in front of the house while you are doing that. Maybe you should make an attempt to befriend the neighbors. Once there is conversation you could ask about the fight - discussion - whatever that you overheard the night before. They might think you are too nosy and keep it down. Maybe not.

If they're blocking you in the road pull up as close as you can and honk your horn every two seconds until they move. If they leave their shoes and purses in the road just run it over. You don't have to swerve. If they left it on the street they must not care. If they have a problem with this they should bring their things into the house next time.
Buy an air horn. Every time they start to talk loudly outside blow the air horn until they stop.

Get rough, put you foot down and kick then out, maybe your stepson should pick his friends better, for the people that talk load, I am not sure, at least you have a advantage and will hear when they gossip about you, final word, try a different neighborhood

Make friends with some of the "old timesr" in the neighborhood if there are any. Other than that, keep your doors locked, keep your son indoors and mind your own business. Try to be invisible. Get a large, though friendly dog.

Talk to the parents or the home owners association. My nexy door neighbors kid sits on top of his tree house and screams very advanced cuss words @ my lil sis. He's 5!!! His mom (a former cheerleader) gave my bro an autographed pic of her wearing a tiny little cheer outfit. my bro was 10!

Only certain types of people stand in the middle of the street. I catch your drift. Move out as soon as you can, it's not gonna get any better. Try getting a dog before you get robbed.

Break down their door at 2 a.m. and fake a screaming match in their bedroom. When they ask you to stop point out that this is what you hear from them all the time. If they fail to see your point, tie them up and make them watch C-SPAN for a few hours.

I'd call the police. No need to get in on something that may not be safe. Let the fuzz handle it. There are usually local noise ordinances, and if they're as noisy as you say, then they could be fined.
