The federal privacy act doesn't allow any individual to access that information without a court order. A company however (like a towing company or an insurance company) can have access to that information after filling out the privacy act agreement in whatever state the vehicle is registered in. You could pose as a towing company and get the information that way (by lying on the privacy act agreement) but if the state agency you are requesting the information from find out you could be heading off to jail for awhile.

it would be a little more helpful if the question was a bit more specific, like if you are buying a car. but the vehicle licensing centre are not able to give out details of car owners unles you have a police national computer then you are out of luck.

no, only the state has those records, they are not public information.

There are some ways you can do it but they are very specific measures unique to the situation. You have to be very clever

you can hire a private investigator to find it out. He wouldn't charge alot to do that.
