It is technicly, but a case against blackmail is comprised of mostly circumstantial evidence. plus blackmail is VERY hard to define. more than likely you will be caught in a lawsuit for defamation and extortion than a criminal case if you are a blackmailer. Then there is the whole spiel about what did the person do to get himself in position for blackmail? many east coast judges say that its the blackmailee's fault for allowing secrets like those suitable for blackmail to stay secrets, then they release the blackmailer with a slap on the wrist and send them home. Facinating really.

Emotional blackmail is just wrong but not ilegal blackmail for profit however is called extrotion amongest other things and is a criminal offense .
Some other types of blackmail are ilegal to for instance you apologise to me or I won't give you a reference could be an offense .
If you are asking about a particular issue then call the local police and explain a hypothetical situation to them and see what they say. it's free which is more than I can say for a lawyer.

Depends upon your country of origin (nationality), permanent residence, location of the blackmail offense, age of perp, and payment sought.
If you blackmailed your sister about something you saw her do with her boy friend, and you are 12 years old, no - I don't think it is a crime. I think you are just a sneaky little guy or gal.

It's a crime if you blackmail your boss for money cause you have a pic of him on the desk with his secretary. But, it's not a crime if you threaten to rat out your sis unless she washes your car. It's kinda relative . . . no pun intended.

It is wrong, and possibly dangerous if its over a small social blunder. if it's over an unsolved crime, it's a crime and can be aid and abetting.
