I mean like, practically neon, or another very bright color? It always seems to turn out kind of dull, so, do you have to go to a professional?

I'd say you're going to have to go to a professional. If you want bright pink you're going to have to get your hair bleached first. You may be able to do it yourself with light blond hair but I don't guarantee it. Make sure there's quite a few days between the bleaching and the dying or your hair's gonna get seriously messed up.

Yes, it can be done. You need to bleach it out to get the color to show.
Sally's Beauty Supply sells a nice bleach kit call Radical Bleach, it is the best I've used. They also carry the fun funky colors, which they do sort of look dull. You can get a spray shine mist that will make your hair shine beautifully, you spray it over your finished style.

No you don't have to go to a pro but if you want it to be fool proof than I think seeing a pro is the best way to go. Otherwise you need to bleach your hair out (to white) and then began coloring it. You may have to color it more than once, to get the intensity you want. I would see a pro. Good luck!

yeah you will have to go to a really good salon to get it done good enough. and it will take a long time because the color needs to really sink in. other over-the-counter hair dyes are dull like you said

Go to a professional to get it done correctly, but even then it doesn't last more than 2 weeks

Actually yes. You have to go to the salon and it takes a long time to get done. It costs alot to keep it up... my friend did it.

then apply the pink...
double torture...
