It's legit and I upgraded it, but lost a few features I liked on the old tool bar. It is up to you.

Just go to the website without using the link in the email, Yahoo search for Yahoo toolbar and you'll be OK. If you use Firefox, they mentioned you don't need the update.

No its not a hoax. Lately yahoo is doing lots of upgrading and improving their site. Its actually your choice if you want it or not. If you dont trust it, then dont try it then.
