My inclination would be to call the police and also to collect some evidence with my video camera and/or regular camera. If possible, I'd do the latter through a window so they'd be less likely to see you and/or assault you.
You hate to make enemies of neighbors, but when they don't seem to care about making an enemy of you, you may not have much choice.

Turn on your front porch lights and walk outside with a chair. Set the chair down a few yards away and watch them. If they look up at you like "WTF?" ask them if it would be okay for you to run and get your camera. Don't worry about embarassing them, they obviously have no shame anyway.
