Get a white sleeper and cut up an old sheet and pin it from the elbow to the lower back area of the sleeper so it looks like he/she is flying when the arms are reached out.
Best description I can come up with is like a flying squirrel how they have the extra skin on the sides to fly.

Are you super attached to a ghost? I know an easy unicorn costume. Dress the child in grey or white sweat pants and zipper sweat shirt with a hood. Attach yarn tail on pants, attach yarn mane to back of hood, cover a styrofoam cone with tin foil or brightly colored paper and attach to top of hood for horn. Put socks over hands for hooves.

Maybe this would work for you - take a silver garbage bag and punch two holes in the bottom for the legs to go thru, dress your child in a white or silver turtle neck and tights, put them in the bag - poking their legs in the two holes at the bottom. And poke two holes - one on each side of the bag .You will probably have to cut the bag down so it's not so long but tie it (loosely :) around the neck and fasten it to stay - so you have a kid in a garbage bag with arms poking out of holes and legs poking out of holes with the top of the bag fasten around his neck. Write on a wide white ribbon - HERSHEY KISS and tie around the neck. Fill the bag with tissue to poof it out around the child to make it in the shape of the candy. It works very nicely because it's cheap, disposable, fast and cute. They also can stay fairly warm if it's a cool evening out.
It's adorable to see the little one waddle about. And you don't have to put makeup or paint on their faces if you don't want to.

just cut holes into plain sheets and have he or she decorate it any way they want so they feel like they helped out in making the costume. other people will notice...and they might get more candy but im not sure if thats a good thing lol.

take an old sheet that you don't mind cutting, and cut out some eyes and put it over him, make some neccessary trimmings so he won't trip on it.
