The process of you getting a green card is a loooooooooooooooooooooooooooong wait. Since you are a bro/sis you are not a priority when petitioning a family is concern. I think the fastest way for you to get one is to apply for a job in the US that is willing to petition you as a worker first and later on you can apply independently to get a green card of your own. Good luck and be patient.

A long long time. It can easily take 10 years or more.

After you get your masters, come to the US on a work permit. You'll need an employer to sponsor you. Then you can apply for an employment based greencard.

Please consult an immigration attorney with experience in American immigration for details.

Your category of immigrant visa is Family Fourth Preference. Right now, F4s whose petitions were approved prior to 15 September 1995 can apply for their visas.

Find employment in the US and then you can apply for a greencard. I don't think your sister can petition you (she can petition your parents, grandparents, kids, but not siblings).
