Don't use pads, don't rub noses in it (you wouldn't want your nose rubbed in your own excrement would you?), don't spank. None of the things you're doing are going to help your situation nor are they appropriate. Despite what some people think pee pads only serve to teach most dogs it's ok to go in the house and that they don't need to go out. Punishment serves absolutely no purpose other then to confuse the dog and even reward the dog by giving it attention even though negative. It also can teach your dog to be fearful.
To properly housetrain a puppy..take it outside every hour to hour and a half to start. (key is TAKE out not put out) when he goes praise him lavishly and let him have a few minutes play time, take the puppy out after play, after meal time after naps. Always make sure to praise when they go where they are suppose to. Don't allow the puppies to roam unsupervised in the house. When they can't be supervised crate them or confine them to an area. Remember these are puppies, it takes time to develop good bladder and bowel control.They will likely have accidents off and on until they are at least 6 months old.
Clean up any accidents without acknowledgement or fanfare and clean the area thoroughly with Nature's Miracle, Simple Solutions, OUT or white vinegar.

First of all a 7 week old puppy has no more bladder control than a baby, so the only thing you're teaching these puppies is that you are not to be trusted and to run every time they see you!!!
When you're home, keep the puppies in the room with you so you can keep an eye on them. Take them out after a nap, hard playing, a long drink, they look restless or just haven't been out for a while. You need to go out with them, say "go pee" and the very second the dog pees, give lots and lots of praise, then come right back in. This way the dog learns to differentiate between play time outside and potty time.
When they make a mistake, quietly clean it up unless you catch them in the act, then say no very firmly, take him out, and praise if he finishes.
Dogs learn very quickly by positive reinforcement for correct behaviour and not from negative reactions. If you don't give them the chance to make mistakes and give lots of enthusiastic praise they'll learn very quickly. You'll also be building a relationship of trust for any future training you do.
When you're not home or at night, make sure they go out right before you go to bed and first thing in the morning. Don't let them have any water after about 8 pm and remember that a puppy that's only 7 weeks can't hold his bladder for long.

First of all, spanking them isn't going to work, it is going to stress them out, and do nothing.
Keep them in a crate in the house. Every few hours, take them outside and give them the opportunity to go potty. This needs to continue for about 2 weeks, enough time for them to efficiently learn that outside is for potty.
Puppies will instinctively never poop where they sleep, so as long as they are in their kennel and given ample opportunity to go, they will learn. It is hard when you have a new animal to lock it up for 2 weeks, but it will be worth it for both your sanity and it's bottom (no more spankings!) The easiest way to break it is to never let it be an option.

puppies have to go to the bathroom alot. you need to take them out every 20 minutes or so, when ever they wake up, after they eat.etc. take them to the same spot everytime and eventually they will get the hang of it,,also, when they do use the bathroom outside tell them they are good boys/girls and give them a treat. this should work before long.. good luck

don't spank, its cruel and unnecessary. what you need to do is spend some time with the dog, everytime you take it outside, if he/she goes potty make a huge deal give them a treat and pet them. You have to reward positively when the dog does something good like go potty outside. If you see him/her sniffing around the house, usually means they need to be let out. take your dog out an hour after they had their meals they will most definitely go potty and give them a treat and pet them. good luck. please be patient.
