The truth is you can take a good picture with a disposable camera off the rack if you know what you are doing.. it just helps to have good equipment to make things easier.

These are just a place to start as you need to first determine if you are looking for what is called a point and shoot digital, or a dslr. I think the differences are pretty much covered in the blog I mention above. Once you have that decision made, advice will be far easier to give you.
(for dslr I highly recommend the Olympus evolt series cameras.. they are on a par with the very popular Canon rebel but at considerably less of a price.)
