frogs re-appear when spring and summer is coming, a new growing season starts, the cold unproductive uncomfortable winter is coming to an end or ended already; So, parallel to that, its a symbol of return of prosperity and more comfortable times, and finding of things thought to have been lost.
Also the frog produces so many eggs/tadpoles, its another reason its a symbol of fertility, abundance, productivity, prosperity, fresh start, happy times, easy winner.
Also, they help control fly populations, so its a good thing.
In the old European children's story of the Prince cursed into being a lower being, it was still a good thing. The Princess's appreciation, or bravery, was the power to turn it back into a Prince. It shows honour and power to women, "Girl Power" The Frog is maybe the most noble of the "lower" creatures. All around good symbol. The Frog should be good luck.

I didn't know they were - we seem to associate them with warts.
Maybe someone is hoping the frog will turn into a prince?
