I know it's annoying but please try to see the dogs side of this.It's bored and lonely and maybe afraid.It can't help it.A dog only has so many ways of communicating and barking is the main one.
You can call the police and they'll do nothing unless the dog is barking between 10p.m. and 7a.m. You can call animal control and again they'll do nothing but file the complaint.All you'll do is make an enemy of your neighbor and that will cause you more grief than you have now.
What I would do is go talk to the neighbor.Explain what's going on and also that you UNDERSTAND how the poor thing feels but it's annoying so could they PLEASE give the dog a rawhide chew or treat balls to keep it occupied while they're gone so it won't be so bored?And if they would get it a playmate you're fairly certain that would cure the problem permanently.
Don't complain to the landlord cos that's just not fair.There are too few places that allow pets as it is.Shelters and rescues are full of dogs now because people could'nt keep them cos the landlord said NO PETS.
How would you feel if you had to get rid of your kid because landlord did'nt allow them or said you could'nt have company stay the night or stop by anytime because it bothered others?
Maybe you could play good-guy and offer to walk the dog while your neighbors out.You might really enjoy it.

Seriously you do not have to take such extreme measures. Instead of complaining to the landlord, I would talk to the person who owns the dog to try and come to an agreement.
She probably doesn't know that the dog goes crazy when she leaves. Don't call the police or animal control, because I think you would be starting things that shouldn't be started.
Talk to her first and let her know what's going on when she leaves. I think personally that would be the best way.
Because if I had a neighbor and they called the police or animal control on my dog without talking to me first would seriously piss me off and having a bad pissed of neighbor is something that's not fun.
And what if you do call the police or animal control and they can't do anything about it, which will most likely happen, because if the landlord doesn't care then they probably won't either.
Seriously talk to her!

Is she aware that this is going on when she is not home? I would tell her about it. Animal control or the humane society may also send someone out to talk to her about it. It is very difficult to break a lonely dog of doing this.
Since I am retired and not working I would probably offer to take the dog for a nice walk sometime during the day. Good for your health and well-being and it would help the dog to have exercise and relax so he can sleep a little instead of barking.

We recently had a complaint about our dog....from the police. We did not know our dog was disturbing anyone until a new lady moved into the neighborhood. She didn't come over to talk to us about the dog and tell us that it was bothering her at all. Instead, she wandered all over the neighborhood and got everyone in an uproar about our dogs and then had the nerve to tell us that EVERYONE HATED OUR DOGS. We've lived here for 9 yrs no one ever complained to us and they still won't. The neighborhood is now "divided" because of one person's inability to come to us in the first place and talk to us about one of our animals. If she'd done that first....well, we wouldn't despise the site of her right now.
Anyway...talk to your neighbor before you do anything. Not only is that polite...it might get better results than calling the cops before you talk to them. If that doesn't work...THEN call the police.

A dog should be trained on how to eat, walk with you, not to bark, potty training and sleep on its place etc. You can teach anything to your puppy, dogs get trained easily with some good instructions. If you want some good training tips visit https://tr.im/nuwH0
If properly trained, they should also understand whistle and gesture equivalents for all the relevant commands, e.g. short whistle or finger raised sit, long whistle or flat hand lay down, and so on.
It's important that they also get gestures and whistles as voice may not be sufficient over long distances and under certain circumstances.

There are usually noise laws in all towns, but they generally don't apply until the late night, early morning hours.
I would talk to the dog owner and suggest they take their pet to doggy day care, or get another dog to occupy them.

The dog probably misses his owner. Did you try telling your neighbor? If you did, and your neighbor doesn't care, then file a report for noisy neighbors. It should work.

look josh you have the right to your quietness but be thankful its not an elephant if he paid deposit then he has rights too just put some cotton balls in your ears i hope i move below you lololol i have 5 small tiny ones and i paid 300. a piece deposit on them
