Probably mineral or hypoallergenic baby oil, then mild puppy shampoo. Poor guy.

I know this sounds weird but when we got our Christmas tree last year I, of course, got sap on my hands and I had heard that Mayonaise gets sap off so I tried it and it works! The best sap removal remedy I have ever used! Then just wash your puppy with soap after. Hope that helps.

Sigh,,, if it isn't a major issue for you with regard to the puppy transferring the sap,,,Let the Puppy and time, work it out. Believe me the puppy is less comfy than you are about it, but hair sheds, puupies chew and nibble.... In fact the puppy may be OK with the distraction,,,unless it's in areas causing pain or harm.

butter , itll loosen the sap and you can wash it off , leaves no chemical to hurt your puppy later.

baking soda. The minerals in it break the stuff down making it soft. it can also remove adhesive.
