A foreign national is basically referring to a citizen of another country.

Legally in the USA (or other country) but not a citizen. Legally here on student visa, green card holder or someone who entered seeking asylum (like from Cuba) who are in the process of becoming citizens. Someone here that is not yet legal or is visiting legally. ILLEGAL immigrants are NOT foreign nationals.

A "Foreign National" is a person who is in a country but does not have permanent residency in that country.
In other words, basically anyone who is not a citizen, but is legally in a country (e.g. Visa-holders).
