The only way that you can retrieve deleted emails is if you are using an Exchange Server setup ... there is a recover deleted items option that will let you get back what was just deleted up to the time that were set up by your exchange administrator.
If you are set up with a PPP connection contact your ISP and ask them if they can help you retrieve your email. I know it is possible, it is just will they do it for you.

Normally the outlook express is set up when you your internet service is started. If the mail was deleted due to the internet service being shut down, then i believe that mail is a permanet lost. This is why it is best if you have mail you want saved then forward it to another mail server like Yahoo where is is permanetly saved unless you delete the account. I know it sucks, as this has happened to me. Sorry!

i have in no way used Outlook to get entry to my Yahoo mail yet i exploit it to get entry to my college mail. there is an selection in Outlook below the 'more advantageous Settings' button on your e-mail account settings below the 'advanced' tab to 'leave a duplicate of messages on the server'. that can make it do what you decide on it to do.
