Why is canteen pepper not banned?

as in the dust like stuff found in canteens... Ground pepper is infinitely better...

I agree..it literally gets up your nose!!...when you use the 'dust' a gust of wind usually scoops it up and lands it on the table next to you, usually in a cup of coffee!! It wouldn't take much to place a dual salt and pepper mill grinder on tables...gravity would then take over and we would be able to season our food accordingly.

Do you mean cayenne pepper? I've never heard of canteen pepper.
