Twist the top around to he side and do up the back part,thentwist it to the back and do up the front

If it's the latch... replace it or get someone to do it for you.
They're usually sold at Wal Mart or a sewing center.

depends on which part. if it is the loop which holds up the stocking then use a penny otherwise you will have to get out a needle and thread
