Both "mandar" and "enviar" can be used in the sense of to send a letter or package in the mail.
However, enviar can be used in the sense of "to send" for basically all its meanings.
Mandar also has the meaning of "to command".

They mean the same, to send. However, 'mandar' also means to command or give orders.
