It would be a country whose government is very corrupt, run by just a few families that are involved in the trafficking illegal drugs. "Mafioso" is a reference to the Sicilian organized crime gang; similar gangs or cartels are associated with other countries. "Narco" is a generic reference to illegal drugs. A country like this is usually a dictatorship heavily influenced by the drug lords, who may have their own private armies. They pay off government officials who help them and assassinate those who oppose them. Under these circumstances, the criminal justice system is ineffective and voting (if permitted) is also ineffective, as any real competition will be eliminated by violence.

It's a state ruled by gangsters who also produce with narcotics.
Narco=narcotics, drugs.
Mafioso=gangster.
Estado=State.
Was that description made about the guerrilla's territories in Colombia?

Don't ask.

narco - usually means - against drugs, from the "narc" use of police against drugs,

mafioso - usually means the "mafia" which generally means a hard group of individuals that enforce, whatever it is they want to enforce.....emphasis on force.

It means stay away from drugs, and that's good advice!
