If you know the person well and have fond feelings for the person: use Querido/a.
If you don't know the person, use Estimado/a.
(The o/a indicates that you change the ending depending on the gender of the person you are addressing. You should also use a plural ending if you are writing to more than one person: os/as.)

It depends on the gender of the person you're writing to. If you're writing to a male, it would be "Querido______". HOWEVER, if you're writing to a female, it would be "Querida______".
