A great place when it comes to a terrace is: Terrace in the Sky
It's a restaurant on the Upper West Side of Manhattan. Kind of pricy but has great views and is very well rated. You can check out their description here:

Get binoculars and a map. go to a high building, and scope out a few rooftop gardens. figure out where they are on the map, and mark them down. approach the owners/renters and say that you noticed their *beautiful* garden while looking out of the so and so tower, and wondered if perhaps you could rent it for a romantic sunset dinner. haggle yourself a good price, and then arrange a time that you know would work for your date. surprise her with this by telling her you want her to meet a good friend of yours in the so and so district. I would suggest home cooking a nice pasta or cajun dish (ask her what food she likes...it's a good conversation starter, anyways), or if you are culinary challenged, order something in advance that will arrive shortly after you. have a table and two decent chairs (not lawn chairs) ready for you. knock on the door and such and such, then escort her through the house to the terrace and enjoy a beautful romantic evening alone on the rooftop with a peach, white, pink or blue rose to finish (again, ask her favorite color...good conversation!) if she is your fiance or wife, give her a red rose and make sure the kids are at a babysitters ;). WHATEVER YOU DO, DO NOT EVER GIVE A BLACK ROSE!!! she might take it to mean that you hate her.
