I truly don't know.
But there a story of a farmer who was having a terrible time with his crops. One day, in a fit of futility, he looked up at the clear sky and said, "Dear God, I am at the end of my rope, all my crops fail, please give me sign and tell me what I am to do."
Suddenly there were clouds in the sky. forming the letters P.C.
The farmer said, I have had a revelation, the P.C. means I am to 'Preach Christianity". So the farmer sold his farm and became a traveling preacher. But he was a terrible preacher, he had no charisma and he couldn't make enough to live on.
Finally, at the bottom of his rope, no money and no home, He looked up in the sky and said, " God , I did what you told me, I stopped farming and went on the road to Preach Christ."
Then a big voice boomed out of the sky and said," I told you nothing of the sort! You are a farmer, the P.C. meant to 'Plant Corn'!"
This tale may seem pointless to you, but sometimes blessings seem to be in short supply because we are looking in the wrong places. And perhaps those you think have an abundance, actually have grief and heartache under an aura of success. Do your best, count your blessings and things will work out.

A lot of people have hard luck created by their own choices....sometimes it is really hard to see that it was their choices that brought things on...I am speaking from experience as I sit here in the middle of a bankruptcy, brought on be a marriage that I choose that should not have been and is now ended, by a business venture that was good for a while but also fell apart with the marriage by how I handling thing....
through all of this I am struggling to climb again and it is happening...I blamed others for a long time and got no where...look at my situation, accepted my consequences for my choices and have started to move on...it is amazing how it has changed my outlook and I can actually see the top of the hole I have dug....

Some people may think or be viewed as "truly blessed" and never realize that they have not experienced some of life's most truly poignant and beautiful moments.
Others may think or be viewed as having things "tough" and are actually experiencing and recognizing what pain, suffering, and LIFE is all about.
I don't care who you are, it's what you make of each experience that you have. If anyone tried to define my life as one side of the "blessed" spectrum or the other, I'd be pretty irritated.

Because God has a plan and purpose for each person born into the world. I know first hand, it sucks to see others being better off, being born dirt poor. But what I've learned over time, is that you don't have to look very far to find someone in worse shape.

God gives us what ever we want.
If we want something different we need to change our mind about the world we see around us.
When we do God gives us that new world instead.
Each of us gives the world all the meaning that it has for us.
Good luck or bad it's all a gift. It's what we do with what we get that counts.
Love and blessings

This happens because God is either trying to get the person's attention or trying to test them because you can't have a "testimony" without a test, right.

One of the first things is perception. Then we have to consider how each of us approaches life...looking for trouble or looking for good. The law states we will attract that which we concentrate upon. Make your thoughts what you wish to draw.

The key word there is "seems."
You are talking about lack of financial resources and such? Or what? If it is material you are talking about, material is dust, and those who have heaps of it have heaps of dust that disallows them to see very far beyond it.
