Be the first to ask him out is a good starter, at least it gives you some advantage to the competition. You could like use a trick in the way that you can ask him to help you with some home work or something else. Then if it is nice, you can offer to buy him a drink the other day as a thank you. hey you already got your foot in the door if he even knows who you are and talks to you already.. try seeing if he wants to meet at the movies or mall. dont go together in the same wheels or that might get kinda forward fast for him. then when you decide to leave offer to go to an ice cream shop and see if he wants to ride with you or just meet you there... take the next step from there.

Play it cool with him and continue to be friends with him. But don't wait too long to tell him your intentions. He may only see the "friend" in you and may have his eyes on someone else.
At least you'll know if he's interested or not.
