usually hair turns blonde in the sun because of the way of light and radiation and rays and those kind of things. If you want your hair to be blonde you can find a dye at the drugstore for about 7 dollars. Another way to do it (free!) is put a mixture of room temperature warm water and a little lemon juice in a spray bottle. everyonce and a while you can lighten it by spraying more in your hair while lay out in the sun. it will blonden it a little bit, but make sure to put it all over, not just a little!
also it might have been blonde just that one time because of the condition. Had you just taken a shower and layed out with you hair wet? There has to be a reason- something you did differently he second time.
good luck! ~<3

I am a dark brunette. I get highlights of blond only in the summer. It is a temporary thing.

Not at all.
The sun can bleach your hair naturally to a certain extent.
