Nope, you can't do that! All states participate in a nationwide drivers' registry that tracks that information. Any attempt to get a license in another state will be denied.
Most driver's license applications ask if your license or right to operate has ever been suspended or revoked. An untruthful answer can lead to perjury charges in serious cases.
I have a family friend who as been without a license for nearly 20 years over unpaid fines. He's tried applying in over a dozen states and has been shot down every time.
Trying to get a license in another state before your court date isn't going to work as every state requires you to provide proof of residence in that state in order to get a license. And it is illegal to hold a license in multiple states.
Even if you did actually move to PA or NY, the NJ court would pull your right to operate in NJ which would automatically suspend your right in your "new" home state -- and all states, for that matter. You would most likely be required to surrender your license to the court immediately. The issuing state would be notified almost immediately of your conviction and the loss of your right to operate.

If you haven't moved to another state, you cannot get a driver licence from another state. It is illegal in most jurisdictions to have 2 current licences, so even if you have moved, you will be handing your current licence in to get a new one. Your disposition in court is not dependent upon having a NJ licence in your possession. A suspension order will be picked up in every province in Canada, and every state in the US, so you new licence would be pulled anyway. You appear to have toasted yourself. 12 points? All at once? It doesn't sound like you should have a licence anyway.

You can't get a license in a state you don't live in. If you lie about it it will be fraud. At any rate, when your license is suspended in court (if it is) it will go out on the computer, and every state will know you are suspended.

Your license is getting suspended for a reason. Whatever that reason, the state finds you unfit to drive. Applying for a license in another state knowing you have a judgement against you pending is fraud. Whatever happened here---driving without insurance or DUI...your neighbors should be seeing you ride a bike or the city bus for awhile...sorry, hon.

Even if you have suspended license they will still give you certain driving rights like to your job ,school etc...but you need to ask them when you meet with them ,because even if you tried to get another one then it will show up when they run your license if your stopped !! My brother had his suspended for a year but they allowed him to drive to his job ,pick up his daughter etc..important things but of course this is in Arkansas but I would suspect you guys have the same offers there. good luck
