As a High Holiday you should dress as Conservative as possible. However, find out the affiliation of your congregation. If it is reform a nice dress would be fine.

you can wear white. as a symbol for purity as you prepare to enter the new year. Wear what you think the general mode of the congregation you are joining will be bedecked in. but be comfortable. On yom Kippur you should refrain from wearing leather (because it comes form a living animal and is a symbol of status).

A skirt that will cover your knees and any nice not very open shirt (medium to long sleeves) will do the trick.
