Start taking him out every day, first thing in the morning, after every meal, before bed, and any time in between when he starts sniffing around or goes for his paper. Walk him in circles until he goes. If he starts to get distracted, tell him to "pay attention" and switch the direction of the circle. You have to be patient, because it could be awhile. Praise him and start giving him treats every time he goes. Meanwhile, every couple of days you decrease the amount of paper you give him indoors into a smaller and smaller area until you finally get rid of it all. By that time, he should know to only go out side and should go to the door to let you know when he has to go. Keep in mind that he'll still have accidents since puppies have small bladders, but they should be less frequent. When it does happen, hold his nose to the spot he messed, tell him "no," then take him outside immediately and walk him in circles until he finishes. Always use the same command when you want him to go, like "hurry up" or "go potty." Once he gets the hang of going outside only, then you can start decreasing his trips out to three or four times a day.

One, you can gradually move the paper toward the door. This will lead your dog outside.
Two, you can make sure your pup likes being led by a leash. That reason being instead of using the paper you can take your pup on the leash for a walk and your pup can relieve him/herself.
Third, if you have a small pup which will remain small the paper training would be the best for the simple reason you live on the tenth floor.
Fourth, you can do what all "pros" advise puppy owners to do and that is cage train the dog. I myself think that is BS. The cage should only be used when you are gone for a SHORT time.
Lastly, my mothers friend train her dog to ring a bell when he/she wanted to go outside.

You'll get some exersice, but the easiest way is to set a timer and take him out every 20 mins. Talk to him and ask want to go potty or out? It won't take long at all and he will get the hint. Ger rid of the papers though. Crate him if you work. As he gets older you can teach him to bark at the door! Best of luck!

Best housebreaking book ever is Housebreaking: Pure and Simple by Mark and Dru Katz, but here's the gist.
First Diet: Remember, what goes in must come out. The choice of dogfood and treats can definitely have an effect on how often your dog will need to go to the bathroom. Higher quality foods that are easier to digest and have higher concentrations of nutrients produce less waste because you need to feed less and the dog will digest more of it. Too many treats during the day can make your dog have to potty more often. Avoid excessive treats or use the dog's normal food.
Second: Keep control of your dog at all times. Get a crate. It should just be big enough for the dog to lay down, stand up and turn around in. He should be in the crate anytime he isn't being watched (when you are out of the house for even a minute, when you are sleeping, watching tv, cooking, reading, or ANYTHING that involves you taking your eyes off of him). Do not talk to him when he is in the crate or when you first take him out, or that will make him anxious. The crate should never be used for punishment and should always be associated with something good. Don't feed him just before putting him in the crate or allow him to have water while in the crate.
When he is NOT in the crate he should be on a leash attached to you. This way he can never be out of your sight or control to sneak around the corner and have an accident. When you see your puppy getting ready to go in the house, quickly snap the leash to get his attention (not to hurt him or punish him) and say in a calm firm tone "NO!". Then take him right outside to finish up. When he goes outside praise him like crazy and give him a TINY piece of a yummy treat. If you don't have the leash in your hand, you will have to run after the dog to make the correction and this will just teach him to run away from you. If you find an accident in the house, DO NOT punish your dog. It wasn't his fault you haven't taught him to potty outside and it isn't his fault you weren't there to make the correction. Just clean it up and use an enzyme cleaner and odor eliminator to get rid of the smell.
Take the dog out to potty after eating, after drinking a large amount, after waking up from sleeping, and then several times during the day. Wait patiently for him to potty outside THEN praise him and give him lots of love and attention. You want him to do his business as soon as you go out, not try to play and romp for 10 minutes before he does it. Sometimes you just can't wait that long!
Puppy pads and newspaper can be very confusing for dogs. They learn to potty in the house on the paper, then you have to reteach them to potty outside. They can become very anxious and frustrated using this method. Start by teaching him to eliminate only outside and you will have fewer setbacks.

keep the dog in a crate all day they usually wont go to the bathroom where they sleep bring him or her out just to eat usually within 30 minutes after eating they will go to the bathroom
take them outside to a certain spot everyday and make a habit of it

As soon as he wakes up you take him outside, twenty minutes after he eats or drinks, take him outside. YOU MUST take him outside consistantly and routinely, OR crate train him. When you sleep or when you are not at home have him in his crate. AS SOON as you get up or come home, you take him out of the crate and immediately outside. I will NOT happen overnight!!! Be patient...at least he goes on the paper regularly!

start moving the paper toward the front door. move him outside and take him to paper out there. ween him off the paper and take him to the same spot outside each time. remember, animals learn through repetition and praise. reward your pup with praise and treats when he does what he's supposed to.

Its good that your dog learns to got only on paper. What if its raining too hard? What if its snowing? You have to go outside and your dog will be cold and maybe gets sick. So its better for your dog to only go on paper.
