well that depends on :
1 - how well you know this guy.
2 - what kind of relationship you have with him.
3 - his manners ; is he always like that with girls in general, or you can read something between the lines ??
4 - how many times did he repeat his doings ?
If you answer : " NOT SURE " to any of the above questions, that means you like this person, and he most probably likes you, but both of you did not open up to each other clearly yet.
Therefore, give yourself and him some time and things will be in your favor if you play your cards right.

It seems like he's just being flirtatious. Maybe he is just trying to find someone to "hookup" with. If he wanted you to take him seriously he would try to get into your brain instead of being all over your body.
