hmm dont think so ... tic tacs are breath mints and have no effect on a breathalyzer which is a test that meaasures alcohol content

no i'm afraid a tic tac is only a mint so if you get pulled over for doing 120 in a 80 zone... it won't stop you from getting a ticket, but the officer might be appreciative of you having nice breath for him/her. who knows... you just might get lucky and get out of a ticket for your consideration!
