It depends on how one defines sin. It has been proven that the part of the brain that weighs consequences with ones actions does not develop until they are about 26 years old. A person who 'sins' before that age cannot be said to be in their fullest capacities, thus, how culpable are they.

I don't know if you will like this or not, but just thought I'd share. I'm a liberal Christian and I really don't subscribe to the idea of sin as it stands in orthodox Christianity. People can do evil things, but I'm not sure if its sin as much as it is a sign of our incompleteness as a species. We still operate out of fear and instinct, and when that is coupled with our technological intellect we become dangerous creatures. Most of us are never in complete control of our actions, some only moreso than others. This does not excuse harmful behavior, it should be punished. Still, I'm not sure that God view sin as many have characterized it.

There is no such thing as sin. It is and invention of society and the Church to keep people in line. If you believe in sin and what the church tells you your just sheep. Why do you think the church refers to it members as a flock?
