The U.S. Flag is always "flown" with the stars forward, or to the flag's own right. Since the U.S. Flag is sewn on the right sleeve of U.S. personnel, the stars are to the front of the uniform.
This would be the same if you saw the flag flying from it pole in the wind and were on the opposite side of the "normal" look of the flag.

The answerer that referenced the AR is correct. I myself wondered this for a while, especially while I was standing in the clothing store or washing or ironing my husband's uniform. It clicked for me one day when I was post and saw someone walking down the street, and it made sense. The flag is only "backwards" when worn on the right sleeve, so the union (field of stars) is always forward, toward the battle. I know it looks weird, especially when we've been ingrained with the image of the union in the top left corner. I assure you, it makes more sense when you see it in motion.

I've been told it gives the impression of moving forward. I think it's wrong because everything I ever learned about the flag code tells me it looks backwards and wrongly displayed.

think of it as a flag on a pole, as the person walks forward, the wind will make it fly in the other direction... or backwards as it appears..

Its like they are carrying it on a flag pole...that's the way it would be facing. I guess as if they were leading the way.
