Definitely, on the border and I'm sure in other places you can buy special decoders to write and make your own cards with access to all channels and content DirecTV offers. But if you are caught with a hacked card, you can get a hefty fine.

since it's now a felony to hack directv and most folks go to jail for a very long time, nobody wants to mess with it anymore.
