Can anyone quote that scripture and tell us where it is located?

16Then have those fearing Jehovah spoken one to another, And Jehovah doth attend and hear, And written is a book of memorial before Him Of those fearing Jehovah, And of those esteeming His name.

Rev 20:12 And I saw the dead, small and great, stand before God; and the books were opened: and another book was opened, which is the book of life: and the dead were judged out of those things which were WRITTEN in the books, ACCORDING TO THEIR WORKS.
( I did not find any verse which states that God writes down what people "say" about him.)
