if my husband and i have a child through a surrogate mother will tricare cover the medical expenses since the surrogate would be carrying our child?

You should really call the TRICARE hotline for your region with this question since it can be a very complicated issue. Check the website www.tricare.osd.mil

It might be a good idea to get things in writing to just in case something goes wrong. Something someone told you over the phone won't count if you have to pursue an appeal.

This is a very good question. I'm sorry I don't have the correct answer, only the advice to contact your local Tricare office for specific regulations. It seems that if it's not listed as an approved treatment, it wouldn't be covered, but then the direct dependent of your husband answer makes sense also. I'd love to know what answer you come up with.

Although this can seem a very tricky question. One other question will cover it all. Was it your husbands sperm used during conception? Even if it was not through intercourse, that fetus is a dependant of the soldier, and therefore covered by Tricare.

surrogacy is NOT covered. all expenses relating to pre natal care and the actual birth would be out of pocket(unless the surrogate is herself a Tricare beneficiary). afterwards, the child would be eligible for all bennies as per usual once it is registered into DEERS with the proper legal documentation.

This is the link to the Tricare online services guide. It basically says there are only a few forms of infertility treatment that are covered. From the description of services not covered listed there, a surrogate is definitely not covered. You'd have to pay for her health care on your own.
