The answer is, they don't.
Police detectives study for years, they are much better at solving crimes than someone who commits crimes.
People are basicly good. They are self-defeating, and leave clues that get them caught.
Their own conscious will turn on them and punish them eventually.
Anyone left offer, suffers in the afterlife...

I am of the philosophy that it is the dumb people who don't think a course of action through, are not careful enough, not crafty, who get into trouble with law enforcement. It is not always whether or not an act is lawful or unlawful. It's often whether it looks right or wrong. It's how you carry yourself while doing something or speaking with a cop. Some people are really smoothe with authority and get away with stuff. If you're really nervous, self-conscious and looking around a lot, you're 'wrong'. I was once detained by a Mississippi state trooper because the door on the back of my U-Haul was not secured and it hopped up and down while I drove. I was not carrying anything illegal but I became so nervous with this trooper that he THOUGHT I was doing something wrong. Fortunately, he and his partner did not take me in. God-damn pig with badge-itude. I will never forget that bad guy. I am still furious, thus my name here - Tar Kettle.

it use to be an eye for an eye in this country but thats not what the laws says anymore there is no retribution of any kind that you can justify basically if the cops wont do anything else for your friend then he can take him to cival court for damages but that would probably just piss the other person off more so he either runs and hides from it or get a way to equalize the situtation and probably end up with a record of his own hard decision but thats the way things are now days

People get away with crime because they don't get caught!.....Maybe if we did not live in a society full of crazy people and people who are too afraid to take a stand against those who are doing the wrong thing it would get better. If we all lived by the idea of Stand up for what is right even if your the only one left standing then it would be a much better world. People should stop complaining and start taking action.

Sometimes there is a pay-off for not convicting it, other times lack of evidence or interest in working on the case. Professionals tend to focus where the most success will be and sadly, where someone can pay. They also often hide until the investigation requires them to be revealed.

Sometimes criminals fall through the cracks and there isn't enough proof for the law to prosecute them. That is when you have to protect yourself and do what you got to do. If the police cant deal with it Well.... i guess you get the picture.

Lazy, crooked cops, no witnesses, and rich people. And that guy who hit your boyfriend id gonna get his one day, he's gonna mess wtih the wrong guy and wham. I've seen it happen.
