If they are adults, then 2 is about all you would want to travel together in a kennel..but if they are puppies, they are used to the crowding, and will be fine together for short periods..

It depends on the size of crate and the size of dog. You also have to factor in the time they will be in there.
The general rule is the dog needs to have enough room to stand up, turn around, and lay back down. I have been known to put a couple or more puppies in a crate together - making sure they all have room to do the above at the same time - in order to transport to the vet. Usually, my guys (shelties) are 1 per crate on a medium size crate. I do have 1 large crate and will put 2 puppies or an adult and a puppy in together to sleep.
As far as what to say, do not go at her hostile. She will get defensive. There may be a good reason. Go at her like - "Pugs, I like them. I see you have several in here. What are their names? It sure seems a tight squeeze in there." When you approach someone on a more friendly tone you may find out things like - yes, I had a large crate that broke and had to do this till I can get to another one. Or, yes, I had to use my big crate for a sick dog and I have them together while I make some other arrangements. Or, yes, but they all need to get to the vet and this is all that will fit in my car. Or..... you see. You may even find that she is in a bind and needs some help that you can help out with. It at least shows her someone noticed. She may not be thinking (you know how we all get scatterbrained from time to time) and drawing her attention to it in a NICE way will point it out to her. Then, if it does turn out to be a problem, then try to help. If all else fails, try to refer her to people who can help. I do not know of anyone who would stuff dogs in like that without cause. Find out the cause in a nice way. Offer to help. You might be surprised.

1 dog per crate unless you are talking about a large size kennel type of non-mobile crate.
