depends on whether or not the "mechanic" did a service prior to you finding out there is problem.
Are you sure they are low? Did you check the Transmission oil when the car is runnings and warmed up?
and as for the radiator fluid, was it checked at the radiator (not knowing the vehcile cant say if that is applicable) or at the reservior??
check the transmission when running and warmed up , there is a range in which the oil should be at indicated by the dip stick - thats to say if there is one on your vehicle some newer cars dont have them anymore.

If he just serviced the car, or was working the radiator or transmission, and didn't notice it at the time, "yes" you might have a bad mechanic. Or you just might have blown a line inside the radiator due age or defected part. Just because someone works on your car, and something else happens down the road later, doesn't make them a bad mechanic. Hopefully you caught it before it cause more damage to your cooling system or worst your transmission.
