How can i cut my own cute layers into my chin length hair so i can flip it out?

Girl I wouldn't do it if i were you. Go to a stylist that knows how to razor cut, ask before you make the appointment not all sylist know how to do this.

Grab all your hair, pin it to the top of your head. use a comb and comb out one layer, cut slightly longer than what you want, put second layer and repeat untill you get to the end
