The flywheel teeth have to be engaged to the starter teeth. If the flywheel is loose the force of the engaging teeth will slip and the starter wont engage

If you drive one very long withe flywheel loose, you will be stranded maybe a long way from home. It might last a week and it might not last all day.
You can hear a rattling sound from the rear of the engine. If it has an automatic transmission, listen for noise in neutral, sit into gear holding the brake and the noise generally stops. If it has a manual shift, put it in first and creep off slowly, and alternately accelerate and let off. In between you should hear the flywheel clunking. When they get loose they deform the bolt holes and make that noise.

Yes you can drive it but you would be stupid to do so.The symptoms you get is a constant rumble when running also when you accelerate and decelerate when stationary.If you can remove the starter motor that will allow you to feel if its loose.In the meantime dont run it unless you are trying to diagnoise fault.
