you can get her school certificate for her age and identitiy proof,for residence proof her voter id can be used but if you cant or dont have it you can approach your local body or thasildhar for getting address proof,but after you apply for passport,when police verify at that address the girls parents can still do some mischief by bribing the police and asking them to give some false report.How are you going to solve it?
Pls find below method which may help you.
You require a Verification Certificate as per the specimen in Annexure 'G' in the Information Booklet attached to the application form.
AUTHORITIES COMPETENT TO ISSUE VERIFICATION CERTIFICATES
i) A Deputy Secretary/Director/Joint Secretary
/Addl.Secretary/Spl.Secretary/ Secretary/Cabinet
Secretary to Government of India
ii) A Joint Secretary/Addl. Secretary/Spl Secretary/Chief
Secretary to a State Govt
iii) A District Superintendent of Police/Range
DIG/IG/DGP of district of residence of applicant
iv) A Colonel and above or its equivalent in Air Force
and Navy
v) Officer not below the rank of General Manager of a
Public Sector Undertaking of the Government of India.
vi) District Magistrate.
vii) All members of any All-India Service or Central Service
who are equivalent to or above the rank of a Deputy
Secretary to the Government i.e., in the pay scale of
Rs.12,000 - Rs.16,500 or above
viii)Resident Commissioners of all State Government based
in Delhi.
A Photograph of the applicant must be pasted on the Verification Certificate and signature of the verifying officer should be partly on the photograph and partly on the Verification Certificate. An out-of-turn passport is issued only in cases of specified emergencies on production of documentary evidence.
The Verification Certificate should be on official letter head of
Issuing Authority with office seal and should also bear
reference number of Issuing Authority. The applicant's
personal appearance before Officers in Regional Passport
Office is required to apply under Tatkaal scheme.
Passports/services can be issued on out of turn basis under
Tatkaal Scheme on payment of additional fee as prescribed
for various services.
The additional fee for Out of Turn (Tatkaal) Passports would
be as follows:
i) For issue of fresh out of turn (Tatkaal)
Passport within 10 days of the date of
application Rs.1500/-
For issue of Fresh out of turn (Tatkaal)
Passport between eleven to twenty
days of the date of application Rs.1000/-
ii) For issue of duplicate out of turn (Tatkaal)
Passport in lieu of an ordinary passport
where it has been lost, stolen / damaged
Time taken Tatkaal fees
Within 10 days Rs.2500/-
Between 11 and 20 days Rs.1500/-

In India, for the proof of residence, a ration card or a BSNL landline phone bill of the latest date or a driving licence is essential. Affidavit attested by a Notary may or may not work. By paying more, a Tatkal passport can be obtained. But by the time she gets her Visa, she has to attend the police verification. Even that can be done by greasing the palms of police of lower rung for which our country is famous! It all depends on her efforts and luck. If the purpose of getting passport is noble and good for her future, let she be blessed by God indeed!

Go an approach your nearest regional passport office what they need as a proof of residence. I suppose an affidavit before a first class magistrate will suffice.

Can you provide a school transcript or a paycheck stub? I'm not sure on laws outside the U.S. But if your applying for a US passport, you just need a birth certificate,two forms of photo id. Good luck!

Is she a US citizen? Her parents cannot stop her from getting a passport, period. She needs an official birth certificate and official photo id..that is all. She uses her mailing address for the passport to be mailed to her.
If she is not a natural US Citizen, she needs her official Citizenship papers, official ID, and the passport will be issued. good luck

FIRST OF ALL FOR PASSPORT YOU WILL HAVE PURCHASE A FORM AVAILABLE AT POST OFFICES AND REGIONAL OFFICES OF PASSPORT. REGARDING YOUR PROOF OF RESIDENCE YOU CAN PROVIDE YOUR ELECTION CARDS OR BANK ACCOUNT PASS BOOK WHERE YOU ADDRESS MENTIONED ON THE IST PAGE OF THE PASS BOOK.

I think:
a. she's 24 and it's against the law for parents to interfere with her wanting a passport.
b. does she not have anything at all that comes in her name? magazine subscriptions? cell phone bill? anything?

YOU DONT NEED PROOF OF RESIDENCE. You need two photographs of yourself, proof of U.S. citizenship, and a valid form of photo identification such as a driver’s license.

if you are 24 you should be able to do WHATEVER YOU WANT, even go where ou get passports and do it yourself....Order a magzine or somthn i would guess...something you can easily put in your name with that address.
