You don't have to do anything! Tell him you are not interested and tell him to loose your phone number. You do not have to be polite, either, because if he harrasses/stalks you, you can file for a restraining order with the police.
Keep living your life and pretend he is not there. It will be harder since he's on the same continent now, but I know you can do it!

Tell him no before he leaves France. You'll be doing it on the phone or by computer, so that should make it a hell of a lot easier.
