Repair of the dam would be a very good step. The company I work for makes a product that can repair a dam in many ways.
We make liquid polyurethane resin.
First kind of repair is for leaks in the concrete of the dam. You inject the polyurethane into the cracks. It expands 400 times the amount you inject and seals the cracks.
The next kind of repair is undermining of soils. Polyurethane can be injected into the soil where voids are to stop the undermining, and solidify the soil to keep it from washing away again.
The websites listed below are for the US Bureau of Reclamation, which details repairs to a RCC Dam, and a construction company that has worked on earthen dams (go to projects and then earthen dams).
