The beef added (to plump them when they cook) expands on the side cooled, causing the curve. If cooked evenly, they will not curve, since they will plump evenly.

The cereal filler that is in them soaks up the mositure from cooking and tries to expand. Since it is stuck inside the wrapper the hot dog can't get longer end-to-end and it just ends up bending itself trying to expand.

Hint....poke them with a fork before cooking, and they will not curl.
