You can't, and with good reason. Many people who have only a licence number are out to do harm to the person or their property. If he is that good a friend, how did you lose contact? Use on-line phone directories, pay a private agency if you like, but the police and DMV are the only ones who can just plunk in a plate number, and they are not about to tell you anything from that. Heck, you have the name, that is far more valuable than a plate number.

The only way to look up info via a license plate number is through the police, and I don't believe they will randomly give out information--it's only if there was a crime committed.

You'll have to have a personal friend at the police department or DMV break the privacy laws for you, by running the plate and giving you the information.

Privacy laws prohibit you from obtaining this information. If you told the police it were for reasons other than you are seeking, you would be filing a false police report-which is a felony. Try paying an online service 20 bucks to look by their name and last known address.

why don't you go to zabasearch.com and try looking them up by their name and state?

They may not even have that car anymore anyway.
