Under the Visa Waiver Program, holders of passports from the following countries can travel to the U.S. for tourism or business visits of 90 days or less without a visa:

Andorra, Australia, Austria, Belgium, Brunei, Denmark, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Japan, Liechtenstein, Luxembourg, Monaco, the Netherlands, New Zealand, Norway, Portugal, San Marino, Singapore, Slovenia, Spain, Sweden, Switzerland, the United Kingdom.

All passport holders from these nations, however, must have machine readable passports to gain entry into the U.S. If a national from one of these countries does not have a machine readable passport, they will have to seek a visa to visit the U.S.

No, as far as I know as long as you are visiting from an EU country (including portugal) you do not need a visa. However, if you're coming here to work or live for an extended period of time, you do. For more information, contact your local U.S. Consulate or Embassy.

You should call the American embassy to find
out because the whole system had changed
since 9/11 and it depends which country in Europe you belong to.
