I assume you mean, can you have a great friendship (without sex) with a married woman. The answer is yes, unless her husband has a problem with it, in which case she may have to limit your friendship.
If your question is can you have an affair and hope to remain friends, then the answer is probably not, because you're now a complication in her life that comes with many, likely ugly consequences. You can't be great friends and help destroy someone's marriage at the same time. In fact, good friends don't do things that cause "friends" potential harm.

You can be freinds with another man's wife. But don't forget that she is ANOTHER MAN'S WIFE. Don't do anything that would compromise her promise to her husband, or leave her husband to think that she may have compromised this promise.
If this happens, that awesome relationship will evaporate soon after her marriage falls apart. I would recommend you be sure to include her husband in your freindship.
I have a few freinds where I connect better with the wife, than I do the husband, and I treasure that relationship. But the thought of ruining her life for a moment of pleasure is not what I want to be known for. I have to look at myself in the mirror and be proud of who I am.
Tread lightly and remember that she made a promise to her husband and to God. Don't do anything to come inbetween that.
