Make sure it is on the middle rack in the oven.
Don't overmix the batter.
Make sure cake mix is not expired (and baking powder in it would be expired, therefore)
Make sure you oven has been switched from Preheat to Bake, if that is how your oven works.

I make lots of cakes from cake boxes and a few from scratch and I had that probem also, but I figured out that if you do not overbeat your batter and put your cake in the oven and do not check on it for at least 30 to 35 minutes (do not open oven door for any reason) that my cakes usually come out very fluffy and do not go flat.

don't use too much baking powder. use a teflon pan. Some say covering with tin foil helps but I don't think so. Don't take out of oven too soon.
Also no peaking while cooking. Also stay out of kitchen while it's cooking. Also no loud noises when you do remove cake from oven. Cakes take about 40 minutes. Using an Angel cake pan your cake is less likely to fall!

Per heating the oven is very important. Place the cake in the middle of the rock. If the baking powder is expire then there is no hope. GOOD baking power is a MUST.

Be careful how you step in the kitchen while baking. Sound will make the cake fall. Have everyone stay out while it's baking.

I would make sure of two things first. ! that you don't over grease the pan. second that you don't under mix it. you want lots of air in the batter. Then you may try this. Don't grease your pan at all and when you take it out of the oven place it upside down on a cooling rack. This will keep it from falling.

maybe you should sift the cake mix before mixing with the eggs and milk to mix up the baking powder/soda

If your cake recipes calls for water, instead of water use 7-up, I thought my dad was crazy for telling me this untill I tryed it. Believe it or not NO flat ckes for me.

You probably didn't cook it long enough. Touch the center lightly to see if it springs back. If it leaves a dent it isn't done. Cook a little longer.
