There are many cities in China. The least expensive one that I would want to spend time in is Kunming. I found it to be about 50% less expensive than Beijing or Shanghai.

Kunming, capital of Yunnan Province, with a history of more than 2400 years, owes its importance to the fact that it was the gateway to the celebrated Silk Road that facilitated trade with Tibet, Sichuan, Myanmar and India. Today the city is the political, economical and cultural center of Yunnan and the provincial center for transport, science and technology and consequently has become the most popular center for tourism in Southwest China.

The least expensive city in China to live is Lhasa, the capital of Tibet.
The Tibetan economy is dominated by subsistence agriculture. Due to limited arable land, livestock raising is the primary occupation. In recent years, due to the increased interest in Tibetan Buddhism tourism has become an increasingly important sector, and is actively promoted by the authorities.

The Qinghai-Tibet Railway which links the region to Qinghai in China proper was opened in 2006.

You can be a tourist guide or farmer as last resort.

China is too crowded! You can't go there and find a city cheap enough to live in. The hotels in china are like $500.00 a night, and you only get a little box to sleep in. If a hotel in USA cost that much you would get a huge room!

Go west --- Xining and Lanzhou are dirt cheap by Chinese standards. Check out Chengdu in Sichuan province as well. Basically in any small city you can get by on a few pennies every day. Try Baojie (sacred chicken), if you are really brave
