It's proverbial! You can only hurt people who have their defenses down, and that's usually the people we love and who love us back.

That's a pretty broad question.
One answer is that they feel safe to do so. They know that they are still loved so they can relax and be themselves, even though it can be nasty. You notice that kids can be rotten to their parents but polite to strangers? It's a matter of knowing how the other person will react.
Another answer is that the person has taken that sense of knowing how the other person will react and is assured that he can get away with acting terrible with no consequences. This type of person is an abuser who preys on the niceness and forgiveness of others.
There is sometimes a very fine line between the two.

It's not considered hurting but It's taking them for granted if you can love you can hurt as well just like falling in and out of love . In nature there is always a postive and negative so let there be negatives in this world to create the positives that survive.

because we r selfish at heart. we may love people but that does not mean we r not gonna do what makes us happy n hope it does not hurt other people. even when we know it will hurt others we tend 2 do it with the belief that the other person wont find out.
just know that eventually we all get hurt n the saying what goes around comes around is so true.

It could be for alot of reasons maybe the person that is hurting the one they love really believes that person will be better off or happier without them. Like they don't believe they our good enough so they hurt them to push them away and sometimes they really don't want to loose them but feel that it's for the best and maybe not even there best but for the one they love.

Because the people that love you love you unconditionally. They know you love them the same way. Theyknow you will forgive them, like they forgive you. You hurt the people you love the most is a common and true statement.

Well, the key word here is CLAIM. If they really loved the person, they wouldn't want to hurt him/her. They would do everything in their power to make their significant other happy.

Because those are the people closest to us to hurt. It's not that we wouldn't hurt others, just that we don't happen to be that close to them. Also, only people who love you DO get hurt.

Because people who they DONT love and who dont love THEM are not hurt by the things they do. Only if you care about someone do can you be hurt by their treatment of you.
As for your particular case, I'm afraid you'll have to be specific. Your question is way too general.
