Well, if you couldn't talk, you would probably bark too. Dogs bark because they have something to say. Barking may sound like noise to us, but dogs can say a lot of things with their bark. "That buy in a blue uniform is attacking our front door again!" "A strange car has pulled into the driveway!" "Help! I've stuck my head through a hole in the fence and I can't get out." "Hey! You've been home for five minutes and you haven't said hello to me yet."
Dogs communicate with us in many ways, but barking is the loudest way they can get their point across. Dogs bark to warn us of danger and when they need help. Who can forget Lassie's warnings? "Bark! Bark! (Translation: "Timmy's in the well!")
Dogs bark when they get excited, and sometimes they bark just for the fun of it. When you yell at them to stop, they get even more excited. "Cool! My owner's barking back at me. Now we can have a real conversation." To a dog, any kind of attention, even yelling, is something to celebrate.

First and most obvious - becasue that's all they can do. Dogs are protective animals. Their job is to protect the home and it's occupants. Barking is how they let you know you're not welcome until it's owner says it's ok.
Picture this - you're walking down the street. You pass a house with a dog tied to a tree. As you get closer the dog starts to bark, and barks until you're gone. Why? It sees you coming, barks to tell you to go away as if to say "Hey, you get out of here or I'll tear you apart". You keep going, not because he told you to (well, maybe if it's a Doberman) but because that's not where you were going. He doesn't know that though. He thinks you left because he told you to. In his mind he did his job.

Dogs bark for a lot reasons. It truly is a matter of breed and training.
They bark when their excited, alarmed, scared, worried, or in warning.
The breed of your dog has alot to do with it. Some breeds are natually more 'loud' than others. Smaller dogs are barkers, while larger dogs tend to be more quiet. But again, large dogs (Rottweilers, pit bulls, chows) are breed for noise since their watchdogs and hunters.
Using training can keep your dog from going nuts everytime he sees anything out of the ordinary but even the quietest dog alive while bark. My own dog only barks when he is truly alarmed. In the six years I've owned he's only barked two or three times and always when a stranger has entered his yard.
